They were getting ready because Harry contacted the real-estate company before buying a new house and for him--VIP costumer--They will send a car to pick them up and take them to the different house.
They ate while Petunia complained about food that couldn't compare to Harry's and later puffed his chest with pride in response to her praise.
After that, they went to the ground floor.
