"You guys have meeting rooms?" Rong Jian questioned as he followed right behind her.

"No, we have drawing rooms." She filled the sentence with sarcasm and rolled her eyes but the other couldn't see. "Of course we have meeting rooms, we're technically a business. Didn't you enter one when you came to the Lavender Palace in Nang Zhou asking to buy information?"

"Ah yes, I remember that but most of my interactions with the other branches were either in the Lounge or in the Manager's Offices so I just assumed the one in Nang Zhou was the only one with meeting rooms." He replied as they walked down a hallway and stopped at a room decorated with white roses. The white rose motif spanned across three rooms and this particular room was at the very end of the hallway, the last room. Shen Tianyu pushed open the doors of the room, which opened inwards and stepped aside, gesturing for the man to walk in before she stepped inside and closed the doors. After securing the door with the wooden bolt, or rather Rong Jian did because he rushed over to do it when she reached for it, she walked to the middle of the room where a round table was placed with a multitude of chairs surrounding it. She put the stack of papers she had been holding onto the table and sat down, gesturing with her hands yet again for Rong Jian to do the same. "Please, Zhu Wangye."

Rong Jian sat down in the chair right beside her and picked up the stack of papers she had just put down. In order to let the other concentrate, and because she could still feel the headache at the back of her head, Shen Tianyu didn't talk. She laid down her head on the table and stared at her fiancee who was seriously reading the proposal she had written up. They may be in a meeting but she didn't feel she needed to act especially professional since they were engaged. She herself didn't realize she had zoned out until she jolted a little when Rong Jian set down the papers. She quickly sat up straight to hide that jolt and asked him. "So, how was it?"

Rong Jian nodded at her with a smile on his lips and a glint in his eyes as he replied back. "This is perfect. Even if they have complaints, there won't be much they can do. I'm surprised you came up with so many possible counters that they may come up with and even listed solutions to all of them or wrote down arguments for them."

"Of course. I'm good at debates and retorting other people." For the first time since she started working on this proposal, Shen Tianyu finally gave a heartfelt smile. "Half of building a business is the ability to stay one step ahead of your opponents, and that includes being able to anticiapte obstacles and how people present those obstacles." 

"Tian'er is indeed gifted in many things. Are you sure you're not a fairy from the heavens?" Rong Jian cracked one of his lines when he finally saw her smile. 

"If I was, I'd want to sue the heavens for giving me such a hard early life." She said jokingly as she waved her hand aimlessly. "Not that I'm complaining. I won't have what I do today if the circumstances hadn't pushed me to do what I did." 

"Tian'er didn't explicitly deny it. I'm so glad the fairy from heaven has chosen the humble me." He replied as he watched her gather the papers he had scattered onto the table and put them back together. 

She let out a short bark of laughter but then tried her best to hold back a wince. "I'm not that pretty so unfortunately, I'm not qualified to be a fairy." She thumped the pile of papers on the table to make sure the ends were all neatly in place.

"That's not true. Tian'er is the most beautiful woman in the whole world." Rong Jian argued, his smile dropping from his face, replaced by a deadly serious expression. 

She looked over at him and raised an eyebrow. "What are you being so serious for? And you only think so because you like me, isn't that so? Beauty is in the eye of the beholder, after all." She took the papers in her hand and turned towards the door. "I still need to put these in a fodler so it's easier to carry around. Do I need to stamp and sign them or something?" She hadn't asked about that last detail before because she had been so focused on getting the contents of the proposal right.

"Ah, you don't need to do that anymore. Emperor Father was worried that officials might go after ordinary people that had well written proposals because they disagreed with it, so now all the proposals submitted were anonymous. The filtering process is done by lower level officials, lower five officials I believe, where they throw out proposals that are not well-written enough and then it's sent to upper five officials who comb through them more closely before it's presented at the Morning Court of the day after. The proposals from places further away than the capital might take longer because of the travel requirements when sending it over to the capital though. Those proposals that have advocates will be presented by said advocates and those that don't were to be read by either the Left or Right Prime Ministers, depending on which departmen was supposed to be in charge of it." Rong Jian explained as he followed her out of the room and back into the Manager's Office. This time, shen Tianyu didn't tell him to hush like with the servant girl before. Because when she opened the doors, no one was there, neither Yanmen Mengxiao nor the blanket she had put over him. 'Wu Linghao probably carried him back to his room.' She had already guess that he would since this was their collective workspace now that she was here too and it would disturb Yanmen Mengxiao if she needed to get something from inside. 

"How long does the filtering process usually take?" She asked as she walked over to the desk and rummaged through the middle drawer, trying to find an empty folcer or large envelope to put the proposal in. 

"It took up to a week or more before but now that things have settled and people don't have as many major complaints anymore, there are less proposals so now it usually only takes a day or two at most." He responded as he stood near the doorway. He would love to help her search but he didn't want to accidentally touch something he wasn't supposed to. "And um... shouldn't you put the papers down first?" He tentatively asked. 

"Oh, right." Only now Shen Tianyu realized she was still holding to the stack of papers when she was searching for something to put them in. She looked on the desk and carefully placed them right in front of the chair before she went back to look for a suitable container. "Ah-ha, found one." She said to no one in particular as she pulled out a large envelope. It was the size of the manila envelopes from her own world and one of the many minor things she had brought over from her previous world. Instead of sealing the evelope with a metal contraption though, the top of the enveope was just a flap of paper. It was better than nothing at least and the officials did need to pull out the papers to read them often so it was better not to seal it. She reached over and took the stack of apapers she had put down and carefully placed them inside. She then folded the flap and nodded in satisfaction. The flap didn't really hide much, but then again there was nothing to hide. If it was passed then it was passed, if it wasn't then it would probably be thrown in the trash. She turned back to the man standing at the door. "So, where am I supposed to sumbit it to?"

"I'll take you there." He offered, to which she squinted her eyes in thought.

"Mmm... you-, ah nevermind. I'll just tell Mengxiao and Linghao to submit it later. Do they need to hand it to someone?" She finally concluded that the sunlight would probably make her eyes and brain ache and so she decided against venturing outside for the day. 

"Oh, no... it's just a box outside the Department of Justice's Office. They dealt away with human involvement as much as possible in the submission procees to protect the person's identity. Though someone will unlock the box and take out all the proposals once the day is over, every day." He replied in a slightly disappointed tone. 

"Okay, I'll leave it to them once Mengxiao wakes up then." She replied as she put the envelope down and took out a cinnabar stick, her favorite writing tool, and wrote on the front of the envelope. " Proposal " was the simple name for the envelope and it's contents.
