"What are you doing?" Hiruzen asks
"If I could get you another jinchuuriki can you promise me her safety?" Kyra asks

"It's been a while since someone made a sacrifice in my name, and usually killing humans I find revolting. Danzo however was a monster that deserved it." Kyra says

A girl is crying to herself out in a forest.

"Well I could take you to see the old man and he could put you in school and you can make friends there." Kyra says

"Okay, I could start you with the academy." Hiruzen says thinking of which family to stick Fu with.

While truthfully Kyra only wants to bring her son and Daughter in law home.. She doesn't need an entire army of ninjas.
