all lands are to have full solid roads connecting to each other all Lands are to be Till'd and all farming lands are to be Built up and made in to farms for Food and unique thing's all City's must have Walls and all towns and village's should have either wall's or palisade's all City's should have a Defensive army Of no less than 150k towns 100k and villages 50k all Infrastructure is to be built up and all buildings Reinforced and all houses Rebuilt to empire standards all economy is to be Fully invested in and Trade is Locked down only trade with Troy is allowed all lands in the empire Trade with each lands in the empire or Trade partners such as The Trojans also all harbours are to be rebuilt and have 1 huge fishing warf and 1 trade warf and a military harbour.
all lands are to start having better Hygiene and better Health care as all are now free all homeless Shall be conscripted in to the army for 5 years as to earn money and learn new Things and after 5 years they shall have a choice stay in the army as a Full time veteran or leave army and look for new life with the Things they have learned.
