Kiushi insisted that there were no law enforcement troops currently on the roof. Hearing his tone, Akimasa felt Kiushi might be honest. Although this was almost unlikely, maybe Kiushi did not know that another unit was also assigned to free the hostages. Weird things like this did happen sometimes. Poor coordination between various law enforcement parties can actually make the situation worse.
